  • Parent Centers in Region 3 will increase their knowledge about:

    • Outreach to underserved populations

  • Parent Centers in Region 3 will use their increased knowledge to develop and/or enhance their parent training and information activities, products and services.
  • Parent Centers in Region 3 will apply their increased knowledge to continuous improvement of their centers, ensuring sound financial management, high quality products and services, and effective use of personnel and resources.
  • Parent Centers in Region 3 will use their increased knowledge to strengthen partnerships with their SEAs, LEAs, and early childhood lead agencies through: increased participation in planning and conducting joint projects/events, and participation on committees and advisory groups.
  • The products and services of the Region 3 P-TAC will be high quality, relevant and useful to the Parent Centers.
  • Parent Centers in Region 3 will increase their levels of performance on the Parent Center Standards.

The Parent Centers in Region 3 will increase their capacity to:

1) manage their centers effectively and efficiently,

2) help families of children with disabilities, ages birth
through 26 years, understand special and regular
education laws, policies, and evidence based practices, and

3) form strong partnerships with the SEAs, LEAs, and lead
agencies for early intervention in their State.

Direct Technical Assistance

  • Set up/maintain section on PRN website for Reg 3.
  • Conduct site visits to all Parent Centers in Reg 3.
  • Respond to requests for TA from Parent centers.
  • Communicate by telephone with each Parent Center director at least quarterly.
  • Send monthly notices of new information posted on Reg 3 section of website.
  • Conduct periodic conference calls/webinars with selected Centers and archive on the website.
  • Conduct annual regional conference.

  • Minimum of 8 site visits per year for total of 2 to each Parent Center during the five years
  • All requests responded to within 24 hours
  • Minimum of 4 telephone contacts with each Parent Center each year

  • 12 Conference calls/webinars each year; participation of each Center in 4 per year

Performance monitoring and continuous improvement

  • Design formative evaluation plan, including performance indicators, targets, and baselines.
  • Collect formative evaluation data: site visit feedback, pre and post tests, and event feedback.
  • Develop survey instrument on partnerships with SEAs, LEAs, and EC lead agencies.
  • Conduct survey re: partnerships during Years 1 & 5.
  • Facilitate completion of self assessment on Parent Center Standards during first and last years.
  • Participate in annual survey of Parent Centers on the TA services provided by the TA network.
  • Develop in-house planning and reporting tools: annual calendar, individual Action Plans (each staff member), and reporting formats.
  • Prepare quarterly and annual reports on TA activities, evaluation data and the results of assessment surveys.
  • Conduct monthly staff meetings for reporting, problem solving and planning.

Connecting and building unity

  • The Region 3 P-TAC will participate with other members of the P-TAC system  in the development of products and services and the planning and conducting of meetings and events on an on-going basis.
  • Other projects of the TA&D Network will collaborate with the Region 3 P-TAC regarding dissemination strategies, documents, and publications for audiences that include families of children with disabilities.
  • The OSEP Communities of Practice will serve as an effective mechanism for connecting and building credibility between the Region 3 P-TAC and other key stakeholders.
  • A wide range of stakeholders, including parents, educators, administrators, parent organizations, agency representatives, and people with disabilities, will have access to current information via the internet on the Region 3  P-TAC, the P-TAC system, and the other members of the OSEP TA&D Network.

The Region 3 P-TAC will play a significant role in the provision of a unified and coordinated technical assistance system for Parent Centers that has  strong connections with the other members of the OSEP TA&D Network.

Providing feedback and input

  • Serve as member of the National P-TAC cadre of experts.
  • Review documents and publications from the OSEP TA&D Network for relevance to families.
  • Provide input to the National Dissemination Center for Individuals with Disabilities (NDCID) about reaching families.
  • Prepare quarterly and annual reports on collaboration with P-TACS, T&D Network, NDCID, and other key stakeholders.
